docs: dependency graph rebuilt — 17 edges, concurrency chain, drain
- re-analyzed every story/spec/plan markdown for dependency statements
- added: iteration 17's OUTGOING edge (framework internal/ reorg + check
mode, WO-E108/E109 reserved); 1-6 foundation anchor; 9b -> 10 ("service
blocks want query results"); 14's gap fan-out node; post-12 parked
drain cluster with dashed scope-directive edges (13 + drain are
directive-held, not technically blocked)
- new graph 2: the concurrency chain — 8/9f/11 and EVERYTHING they gate:
keep-alive parking retirement, h2c, body/response streaming + commit
point, cancellation, pub/sub+WS, 9c's rejected async-statement
alternative, schedulable idle timeouts, fiber jobs (+18),
cancellation->rollback (+18+cancel)
- graph 3 notes 9d's keypair crypto is its own C impl, neither waits for
nor feeds the crypto-fork gate; storage-integration rows point at
their real owners (future migrations story, 9-series query surface)

## 1. Story iterations
Hard dependencies only — edges that force order. The CHOSEN order among
startable nodes (9e before 8 so the restructure has a baseline; 9c/9d
before 10 goes 9c-first because 9d folds into 9c's plan) lives in
00-status.md's "Implementation order".

Reading it: **18 is the only spec-approved open node with all

first, half-built branches rot). 13 has no incoming edges but is

scope-directive-parked behind 12. 17 unparks whenever directed — its

prerequisites landed and its spec+plan sit on branch `library-internal`.

17 unparks on directive: its prerequisites landed, its spec+plan wait on

branch `library-internal`, and its landing brings the framework reorg

node with it. 13 and the parked drain sit behind 12 by the 2026-08-08

scope directive (dashed), not by any technical edge.

## 2. Framework v1 — remaining ledger items
## 2. The concurrency chain (iterations 8 / 9f / 11 and everything they gate)
What each open ledger row waits on. Three gates recur: **net seams**
(runtime `net` builtins), the **crypto fork** (the language has no
bitwise operators — hashes become C runtime builtins or bit ops land
first; brainstorm before the slice), and **runtime iterations 8/11**.
The runtime's concurrency work is the single biggest unlocker — every
⏸ row in the framework ledger and two v2 follow-ons hang off it.
